Strong March Polar Vortex?

The National Oceanic and Atmospheric Administration (NOAA) describes polar vortexes as a low-pressure area, a wide expanse of swirling cold air, that is parked in polar regions. During the winter, the polar vortex at the North Pole expands, sending cold air southward. According to the NOAA, there will be a strong polar vortex this March that will bring higher than average temperatures to North Carolina and most of the United States.
